have been on the look-out for them, without result to

date. The crews of the two sampans have also failed to

report. I must point out that the boundary of British-

Chinese waters is not very far from Yung Lung Wan

about three miles, and it would be easy to make a mistake,

or exaggerate the position.

It was thought possible that the Coxswain of

-

Wong Sai So, two men on board

the Steam Launch Kwai Hing

Chan Choi and So Kun Chiu, and the two persons in charge of

Cargo Boats Nos. 2233V and 2312V Tam Ping and Leung Ka

So were acting as agents for the Japanese to dispose of

cargoes they seized. They were therefore placed on Police

bail pending investigation. On the other hand, it appears

that the Steam Launch Kwai Hing was forced to stop after

being fired at, and could hardly refuse to take the cargo

they were ordered to. Nevertheless I am still doubtful about

Chan Choi who speaks Japanese and to a lesser extent So Kun

Chiu. These last two men are being sent on over to the

Special Branch for further inquiries to be made, now that the

Water Police investigations are as complete as is possible

at present.

I have not forwarded a report to Hon. Colonial

Secretary, only to the Secretary to the Commodore, as you

may wish to comment.
